Project Description:
The proposed project involves the construction of a three-level, 18-unit
hotel building and associated improvements as the second phase of the
“Posthotel and Spa” project. This project phase is also known as the
“Old Posthotel.” The approximate total square footage of the project is
15,000 square-feet, with an approximately 5,000 square-foot footprint.
Review:This
project is subject to the State Environmental Policy Act (SEPA) and the
State Shoreline Management Act (SMA).
The City of Leavenworth (City), lead
agency and permitting authority for this proposal, has reviewed the
proposed project for probable impacts and expects to issue a
Determination of Non-significance (DNS) with conditions for this project
to mitigate possible impacts. The Optional DNS process in WAC
197-11-355 is being used. This project review process may incorporate
or require mitigation measures regardless of whether an Environmental
Impact Statement (EIS) is prepared.
Agencies, tribes, and the public are
encouraged to review and comment on the proposed project and its
probable impacts. This may be the only opportunity to comment on
impacts of the proposed project. Comments must be submitted by the
date noted above to the City of Leavenworth, P.O. Box 287, 700 U.S.
Highway 2, Leavenworth, WA 98826. A copy of the subsequent threshold
determination for the specific proposal may be obtained upon request.
The City shall issue its threshold determination at least fifteen days
prior to the open record pre-decision hearing and mail the threshold
determination to other agencies with jurisdiction following the comment
period and shall not act upon the proposal for fourteen days after the
date of issuance of a threshold determination.

Project Description
This is an application for a Building Permit (#10-030-B / 1429) for
construction of a hotel and spa to be known as the “Posthotel and Spa”
or “Phase I”. The associated building and other related permits are
necessary for the construction of the building on a 72,950 square-foot
undeveloped lot (currently the surface parking area for Blackbird
Lodge). In addition, the proposal will be subject to the State
Environmental Policy Act (SEPA).

21.09.040, Full Administrative Review of Applications. While the City
has determined that the proposal is not considered a substantive change
