MUNICIPAL ENGINEERING SERVICES
REQUEST FOR
STATEMENT OF QUALIFICATIONS
The City of Leavenworth is inviting Statements of
Qualifications from firms interested in providing professional municipal
engineering services. These services are for municipal projects which
may be funded by a variety of State, federal, and/or local grant and
loan programs. These include, but are not limited to:

Washington State Department of Transportation: Public
Works Trust Fund, Surface Transportation Program; Safe Routes to School,
Federal Highways Program, Bicycle-Pedestrian Program, and Transportation
Improvement Board;
·
Washington State Department of Health: Drinking Water
State Revolving Fund (administered by the Public Works Board with funds
from the USEPA or the State);
·
Washington State Department of Ecology: State Revolving
Fund (with funds provided by USEPA or the State) and Centennial Clean
Water Act;
·
Washington State Recreation and Conservation Office:
Varied Funding Programs;
·
Washington State Department of Community Development:
Community Economic Revitalization Board and Community Development Block
Grant;
·
Environmental Protection Agency: State and Tribal
Assistance Grant;
·
United States Department of Agriculture: Rural
Development; and
·
Economic Stimulus Funding: Various sources.
The selected consultant(s) will provide
engineering and related services for the following projects:
1.
Downtown Leavenworth Street Reconstruction Project Phase II and
Future Phases. The proposed improvements include reconstruction of
Front Street, from Division Street to 14th Street, Division
Street from Front Street to Commercial Street, and Commercial Street
from 8th Street to 3rd Street.
2.
Chumstick Highway Multi-Purpose Trail Project. The proposed
improvements include construction of 2300 feet of multi-purpose trail
adjacent to the Chumstick Highway.
3.
South Interceptor. South Interceptor Sanitary Sewer Project.
The proposed improvements include the design replacement of 2,200 feet
of 15” concrete sanitary sewer with new 18” sanitary sewer by pipe
bursting methods along the north bank of the Wenatchee River from the
existing wastewater treatment plant to the downtown area near 8th
Street.
4.
East Leavenworth Road waterline replacement project. This
proposed improvement includes 3800 feet of new 16” water main to replace
the old 10” steel water main in the county road right-of-way along East
Leavenworth Road that runs along Dye Road.
The City of Leavenworth reserves the right to
retain the services of the successful consultant for any and all
subsequent phases for the above referenced projects. Please note that
the City is in the process of developing a three-year roster for
engineering and professional services, which is anticipated to be
published in May of 2009. This roster may include projects which are
both independent of and related to the above related projects.
Statements shall include 1) description of the
firm, 2) a listing of the types of services the firm provides, 3)
description of the consultant’s team and experience, 4) descriptions of
relevant project experience, and 5) firm references.
The Recipient, in accordance with Title VI of the
Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and
Title 49, Code of Federal Regulations, Department of Transportation,
Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in
Federally-assisted programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will
affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprise as defined at 49 CFR
Part 23 will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of
race, color, national origin, or sex in consideration for an award.
Minority and women-owned firms are encouraged to submit. The City of
Leavenworth is an equal opportunity and affirmative action employer.
Interested parties shall
deliver or mail three (3) copies of their Statement of Qualifications,
which shall not exceed fifteen (15) pages. The City’s selection of a
consultant for these engineering services will be made from the
Statements of Qualifications received at City Hall by 4:00 p.m., April

leavenworth businesses and philanthropists leverage government funding
to close gap on icicle station
Plan to provide economical,
environmentally friendly Amtrak passenger rail service receives official
green light

The City of Leavenworth announced today that the
“Icicle Station” project is a go. City leaders, working with HNTB,
Amtrak, and BNSF, have developed a unique station design and obtained
site plan approval from BNSF Railway officials last week. Leavenworth is
now poised to welcome visitors from communities between Seattle, Chicago
and beyond aboard the Empire Builder, Amtrak’s most heavily
patronized long distance train.
Leavenworth Mayor Rob Eaton initiated the project 5 years ago
and has spearheaded it since. "I'm thrilled that we were able to find a
formula for success. This is an incredible opportunity for the city and
for Washington State tourism,” said Eaton.
The City will now launch a capital campaign to raise $150,000
to combine with the $850,000 already committed by various partners. The
project gained support through appropriations sponsored by State
Senators Linda Evans Parlette and Mary Margaret Haugen, along with U.S.
Senator Patty Murray. “This project will provide a direct positive
impact to Leavenworth and Chelan County, attracting visitors from the
Puget Sound and across the Empire Builder line. The City of
Leavenworth has built a great base of support for this project, and I am
proud to provide assistance from the federal level,” said Murray. The
Port of Chelan and Chelan County also committed funds to the
project. Harriett Bullitt is among local supporters of the capital
campaign. "The need for a Leavenworth train stop to serve the Upper
Valley is more urgent than ever since it was discontinued years ago,
considering the price of gasoline and challenges with crossing the pass
during the winter. The eight-mile Cascade tunnel is such a restful ride
under the snowy mountain highway. Congratulations to our city civic
leaders for the years of relentless work to finally make possible this
safe, sustainable, and pleasant means of travel," said Bullitt.
HNTB,
Inc. of Bellevue was selected as the design firm for the Icicle
Station. Groundbreaking will commence in the spring of 2009 with daily
train service projected to begin in the fall.
