The City of Leavenworth is seeking assistance from individual(s) to complete the 2012 Housing Element update. The primary focus is to obtain necessary data, review of data, analysis of data, and providing recommendations for completing the update.

City staff from the Development Services Department will be available to assist in data collection, completing the review of governmental constraints to housing, and other tasks as needed. However, staff resources are limited and completing the data collection and analysis may be independent work.

Scope of Work to Complete Update Process:

1. Data collection and complete a needs assessment, analyses of governmental and non-governmental constraints and a review of the progress made in implementing the current Housing Element’s policies and programs. This may include: zoning analysis tables; conduct the vacant and underutilized sites inventory; analysis of constraints on housing for people with disabilities.
2. Complete the vacant and underutilized site inventory.
3. Update the following sections, materials, graphics, tables, and matrixes. For example:
1. Population projections
2. Housing prices
3. Median household income
4. Affordable housing
5. Housing Inventory
6. Future Needs (see above)
4. Identify quantified objectives and make recommendations for revisions to the Housing Element data, goals, and policies.  The selected individual(s) will conduct a workshop with City staff to explore additional goals and policies that may be applicable (based on the analysis of the data gained) for further consideration by the Planning Commission and City Council in the draft Housing Element.

Objective:

The objective is to complete the analysis text, tables and databases, graphics (as necessary) and illustrations (as necessary). All text documents shall be provided in both Microsoft Word digital format and paper format.

Getting Started:

If you are interested, please provide a brief description of your background, contact information, address, telephone number, fax number, and e-mail address.  In addition, describe your approach and Scope of Work to completing the housing element data collection, provide summary of major tasks and key sub-tasks.  Finally, include a proposed schedule of work or timeline and phased milestones for completion of the scope of work, based on a start date of April 20, 2012. Individual(s) will be evaluated by Staff. The City’s selection will be made based upon your ability to complete this analysis in a timely manner.  You may mail the information to:

What is happening?

The Business Licensing Service (BLS) will move all online licensing systems from the Department of Licensing to the Department of Revenue.

When is this happening?

Online systems will be taken down at 7:30 a.m. on Friday, May 18 and brought back up on Monday, May 21.

What can I expect?

It’s important that business owner’s finish partially completed applications or renewals before May 18, as the information will be deleted during the move and the applicant will have to start over. 

Reports that normally generate on Fridays or Saturdays will arrive a day later than usual.

How should I prepare?

Please add a note on your website from now until Monday, May 21, to notify local business owners who may be planning to apply or renew electronically, during this time period.

Can business owners still submit paper applications or renewals during this time?

Yes. This outage only affects online applications and renewals.  Paper applications and renewals will be processed without interruption.  We encourage online processing.  The online licensing systems will be down for a very short time period.  It is still quicker to wait until the online licensing systems are back up, than to mail it into the Business Licensing Service.

Chelan County Sheriff Brian Burnett would like to inform the citizens of Chelan and surrounding counties of his agency’s intention to participate in April’s National Prescription Drug Take-Back Day.  The Chelan County Sheriff’s Office participated in the event back in October of 2011 and will once again be offering two drop off locations. The first will be at the Chelan County Sheriff’s Office Sub-Station in Chelan located at 207 N. Emerson and the other at Leavenworth City Hall located at 700 US Highway 2 in Leavenworth.  The following information was taken from the Drug Enforcement Administration’s website:

The Drug Enforcement Administration (DEA) has scheduled another National Prescription Drug Take-Back Day which will take place on Saturday, April 28, 2012, from 10:00 a.m. to 2:00 p.m.  This is a great opportunity for those who missed the previous events, or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications.

Americans that participated in the DEA’s third National Prescription Drug Take-Back Day on October 29, 2011, turned in more than 377,086 pounds (188.5 tons) of unwanted or expired medications for safe and proper disposal at the 5,327 take-back sites that were available in all 50 states and U.S. territories. When the results of the three prior Take-Back Days are combined, the DEA, and its state, local, and tribal law-enforcement and community partners have removed 995,185 pounds (498.5 tons) of medication from circulation in the past 13 months.

“The amount of prescription drugs turned in by the American public during the past three Take-Back Day events speaks volumes about the need to develop a convenient way to rid homes of unwanted or expired prescription drugs,” said DEA Administrator Michele M. Leonhart. “DEA remains hard at work to establish just such a drug disposal process, and will continue to offer take-back opportunities until the proper regulations are in place.  With the continued support and hard work of our more than 3,945 state, local, and tribal law enforcement and community partners, these three events have dramatically reduced the risk of prescription drug diversion and abuse, and increased awareness of this critical public health issue.”
