The Upper Valley Park and Recreation Service District Board, also known as the PRSA, was formed in 1997 with representatives from Chelan County, the City of Leavenworth, the Peshastin Community Council, the Chumstick Community Council and Cascade School District #228.
The purpose of the formation was to initially build a pool facility for the citizens that encompasses beyond the boundaries of the City of Leavenworth. The Board continues to meet quarterly each year to review and pass the budget for operation of the pool and reviews recommendations for future expansion of a recreation area.
